Chief judge & recorder
The chief judge and the recorder share one live board: every athlete, every judge's paddles and cards with times and offences, penalty zone times and each athlete's standing, updating as the cards arrive. The system applies TR 54 for you. Your job is the decisions it can't make, plus keeping the record straight.

An administrator can do everything on this list from the administration screens.
Before the race
- Sign in at racewalk.deltasportstechnology.com on the Official tab with your code and PIN, the same as the judges. A laptop or tablet works best, because the board is wide.
- Check the panel. Beside each judge the board shows whether their phone is connected. Chase anyone showing not connected before the start. Reconnected usually just means a phone's screen locked for a moment.
- Print the judge record sheets if you use them. Judge record sheets in the top bar gives one file, a sheet per judge, with the meet's logo.
- Put the public board up for the venue. Public board in the top bar opens it. See The posting board.
- The race has to be started by the administrator before judges can card anyone.
The board
| Bib | Athlete | J1 | J2 | J3 | J4 | PZ in / out | Status |
|---|---|---|---|---|---|---|---|
| 41 | COSTA A. | <08:38 | ~08:40 | ~08:31 | ~08:55 | 08:57 – 08:59 | Served |
| 18 | NGUYEN T. | ~08:31 | <08:44 | ~08:52 | ~09:07 | 08:54 – 08:56 | DQ TR 54.7.5 |
| 57 | WALKER J. | <08:19 | — |
- One row per athlete, one column per judge. Each cell shows that judge's yellow paddles and red card with time and offence (~ loss of contact, < bent knee).
- Two races at once? Tabs across the top switch between them.
- Sort by Bib, Sort by total cards or Sort by last red card. The last one keeps the action at the top during the race.
- The Chronological feed underneath lists every card in the order it arrived, with the judge who gave it.
- It all updates by itself. If the connection drops, Reconnecting… appears at the top and it recovers on its own. Reloading the page also works, and nothing is lost.
During the race: chief judge
What the system decides for you
Red cards count once per different judge. You don't enter these decisions; they appear in the Status column as the cards arrive:
| When | Penalty zone race | DQ-only race |
|---|---|---|
| 3 red cards from 3 different judges | To the penalty zone (TR 54.7.3) | Disqualified (TR 54.7.1) |
| A 4th red card from another judge | Disqualified (TR 54.7.5) | — |
If a card is later voided or deleted, the standing is worked out again straight away, in either direction.
Last-100 m disqualification (TR 54.4.1)
- In the Chief Judge — last 100 m disqualification panel, enter the bib and choose the offence.
- Press Disqualify and confirm.
This is the only way a card from the chief judge disqualifies an athlete. It appears in your column on the summary sheet. You can record one per athlete.
Notification times
Once a disqualified athlete has been shown the red paddle, record when:
- Press Notify in their row to stamp the time now.
- Use Set or Edit to type a time instead (HH:MM), or leave it blank to clear it back to "not yet notified".
During the race: recorder
Ticking off paper cards
When a judge's paper paddle or card reaches you, double-click that entry on the grid. A small tick confirms it matches. Double-click again to clear it. The tick is only on your screen and doesn't change the record. It lets you see at the end which paper cards you're still waiting for.
Correcting and adding cards
- Right-click a judge's cell (on a tablet, press and hold).
- On a cell with a card: correct its time, colour or offence, or Void it with a reason.
- On an empty cell: add that judge's card for that athlete. The athlete, judge, colour and (in the yellow paddle columns) the offence are filled in from where you clicked. Leave the time blank to use the current time.
- The Penalties (add / edit / void) panel does the same from a form. Use it for a card that came in by radio, or after the race has been closed.
- A voided card is struck through, never deleted, and the athlete's standing is worked out again straight away.
Penalty zone times
Right-click the In or Out cell to fix a time stamped late, add a visit the zone official missed, or clear an exit stamped too early (a blank exit puts the athlete back in the zone). Delete removes a visit recorded against the wrong bib. Zone times are a record: changing them never disqualifies anyone by itself.
Places and athlete details
In Places, type each finishing place and press Save changes. Bib numbers, names and countries can be corrected in the same list. If an athlete who already has cards is renumbered, you're warned first: the cards stay with the athlete and the summary sheet shows the new number.
A last-100 m disqualification for the chief judge
The chief judge is usually out on the course, so the recorder can key in a TR 54.4.1 disqualification for them. Enter one only on their instruction. It's recorded in the chief judge's name and column, and the audit log shows you entered it. If no chief judge is assigned to the race, it's refused.
Closing the race (chief judge)
- Press Close race. A checklist warns about anything outstanding:
- disqualified athletes not yet notified
- athletes still in the penalty zone, or still due to enter it
- athletes with no place recorded
- late cards waiting for your decision
- On closing, judges and penalty zone officials lose access to that race straight away (they carry on with any other race still running). You, the recorder and administrators keep access for times, places and exports.
- The panel is frozen onto the race as it stood, so later changes to an official's details never alter a sheet that has already been run.
Late arrivals
A judge's phone that was offline may reconnect after you've closed the race. Its cards aren't lost and aren't counted automatically. They appear under Late arrivals — confirm or discard with the time they were made. Confirm counts the card (a red card can complete a disqualification); Discard sets it aside. Both are logged.
Reopening
Closed by mistake? Press Reopen race and give a reason (it goes in the audit log). Everyone can sign in again. Closing it again freezes the panel afresh.
Exports
- Export summary sheet downloads the completed World Athletics Electronic Summary Sheet workbook, filled in. The race's mode chooses the penalty zone or no-penalty-zone version. Export as often as you like, before or after closing.
- Excel opens downloads in Protected View, so the totals read zero until you click Enable Editing. Nothing is wrong.
- The sheet has eight judge columns. A ninth judge's cards are recorded but have no column on the sheet.
When something goes wrong
| You see | What to do |
|---|---|
| Reconnecting… and nothing updates | Wait a moment or reload the page. Nothing is lost. |
| A judge shows not connected | Ask them to open the judge screen and stay signed in. Their cards still arrive once they're back. |
| Times are hours out | The meet's timezone is wrong. The administrator fixes it under the meet's Event Timezone Settings. |
| A TR 54.4.1 disqualification shows the chief judge's name, but the recorder entered it | That's intended: it's the chief judge's decision. The audit log shows who keyed it in. |
| "You are not assigned to a race in progress" | The race hasn't been started, or you're not on its panel. Ask the administrator. |
| The summary sheet totals are all zero | Click Enable Editing in Excel. |
